Admission to Faculty

Pursuant to Article 18 of the University of Montenegro Act, pertaining to Article 62 Paragraph 1 of the University of Montenegro Act, Senate of the University of Montenegro, at its session held on December 17th, 2009, has adopted the following

RULES GOVERNING

CONDITIONS, CRITERIA AND PROCEDURE OF ENROLMENT IN UNDERGRADUATE STUDIES

OF THE UNIVERSITY OF MONTENEGRO

I GENERAL PROVISIONS

Subject

Article 1

These rules shall hereby define conditions, criteria and procedures of enrolment into the first year of undergraduate studies for all study programs implemented at the University of Montenegro (hereinafter: the University).

Enrolment contest and terms

Article 2

Enrolment of students into the first year of undergraduate studies shall be performed based on open contest of the University for all study programs.


The Contest shall be publicized in daily newspapers for the territory of Montenegro and website of the University.


The Contest shall advertise number of positions financed by the Budget, number of positions for which a tuition fee shall be required and a number of positions for foreign citizens.


The University shall run a contest for each enrolment term.


The first enrolment term shall be organized in the second half of the month of June current year.


In the event that in the first enrolment term the number of qualified candidates for enrolment is smaller than the determined number, a second, i.e. third enrolment term shall be scheduled.


The second enrolment term shall be organized in the first half of the month of July current year.


Third enrolment term shall be organized in the second half of the month of August current year.


Candidate application and documents necessary for admission

Article 3

In order to be considered for admission to a program, an applicant shall be required to have completed high school lasting for four years.


With the application, the candidate shall be required to submit following documents:

  • Original certificate on passed diploma exam, i.e. vocational exam,
  • Original certificate on completed years of high school education,
  • Birth certificate,
  • Diploma “Luča” or equivalent diploma,
  • Diploma (or equivalent document) on first or second prize won at the state contest for high school graduates, organized by the Ministry competent for education and science or at the higher rank contest.


Foreign citizens shall submit proof about knowledge of the studying language, except in case he/she has completed high school at one of the official languages of Montenegro.



Admission of students shall be conducted on competitive basis, in line with the results achieved at the completion or in the course of high school education, following the qualification procedure.


For the enrolment into the specific program of studies, candidates shall also be obliged to pass additional exams, as a condition to enroll, as set out in these rules.


Foreign citizens have the right to enroll under same conditions as citizens of Montenegro.


A person filing a request for validation, i.e. equalization of the foreign certificate, provided that the procedure for validation, i.e. equalization has not been completed before expiry of deadline to submit application for enrolment, may conditionally compete for admission.


In the event the request for validation, i.e. equalization of foreign certificate is not completed prior to commencement of the study year; or the same has been declined; or in the event the foreign certificate based on validation, i.e. equalization is not providing the right to a foreign student to be enrolled into the study program of the University, it shall be considered that the conditional enrolment has never been performed.


Students, foreign citizens shall have the same status as students paying the tuition fee.


In the event the candidate is submitting duplicate documents instead of original ones, he/she shall sign a statement that the original documents have not been use to be granted a right for admission to some other program of study. The candidate providing incorrect statement shall be eliminated from the qualification procedure.

ADDITIONAL REQUIREMENTS FOR ENROLMENT

Additional exams

Article 5


Additional exams, as an entry option to some programs, under these rules, shall be organized with the aim to assess knowledge and affinity commonly considered important for success in the selected study program.

Additional exams shall be carried out by the examination commission. Members of the commission shall be elected from amongst teachers and associates in areas in which the examination shall be carried out. The commission comprises of three members, two of them teachers. One of the members of the commission representing teachers shall also chair the commission. The Chairman and members of the commission shall be appointed by the dean of the organizational unit, i.e. head of the independent study program. One commission may examine knowledge in same or similar fields of interest.

For additional exams there shall be made a schedule of examinations. The schedule shall outline the way the examination shall be carried out. The schedule shall be publicized in notice board and website of the organizational unit before the completion of the deadline for application of candidates. The schedule shall be developed by the Vice-Dean for education, so that candidates shall be taking only one exam a day, exceptionally, if the exam consists of more parts (areas) with evaluation of different expression forms, the examination may be conducted in continuity during one day.

Grade “unsatisfactory (1)” at additional exam shall be considered eliminatory for the admission.

a) Additional exams for assessment of knowledge and grading

Article 6

Additional exams to assess general and/or specific knowledge shall be carried out in the form of written tests. Areas to assess knowledge shall be named for all study programs. Assessment of knowledge and literature based on which the questions shall be compiled for testing, need to be harmonized with high school programs.


Preparation of questions, tests and distribution of grades based on the number of accurate responses shall be carried out by the examination commission. Grading based on the number of accurate responses shall be explained within the test.


The success achieved at the test shall be graded with:


Excellent                 (5)

Very good               (4)

Good                       (3)

Satisfactory             (2)

Unsatisfactory         (1)


Graded tests shall be signed by all members of the examination commission.

Grade “unsatisfactory (1)” shall be considered eliminatory from the qualification procedure for admission to a program of study.


In the event the test is passed separately for several areas, each test shall be graded individually, and the final grade will be formed as an average value of all grades from individual tests. The final success at the exam shall be formed based on the average grade as follows:

Excellent                 if the average grade is higher or equal to (≥) 4.50

Very good               if the average grade is higher or equal to (≥) 3.50 or smaller (<) than 4.50

Good                       if the average grade is higher or equal to (≥) 2.50 or smaller (<) than 3.50

Satisfactory             if the average grade is higher or equal to (≥) 2.00 or smaller (<) than 2.50

Unsatisfactory         if the average grade is higher or equal to (≥) 2.00

Grade “unsatisfactory (1)” shall be considered eliminatory from the qualification procedure for admission to a program of study.


b)       Additional exams for examination of individual affinity for arts and assessment

Article 7

Additional exams to assess individual affinity for arts in vocational art areas shall be carried out for subjects commonly considered to be of importance for success in selected study program. The exam, by contents and requirements, shall be adjusted to expression forms expected after the completion of high school education.


Exams in two subjects the most shall be organized for each program of study, exam in one subject may consist of several parts if these parts form separate wholes of the subject.


Exam comprises of a part a candidate shall prepare in advance and a part tasked at the exam. Expression form of artistic work assessed (installation, performance, spatial-ambient drawing, experiment, IT graphics, video, Internet, combination of two or more media, new artistic practice and similar), number of forms to be assessed, the way to assess and the grading manner shall be named separately for each study program. Recommended literature shall also be named for preparation of exams, if necessary. Recommended literature as per the volume and contents needs to be complied with literature for high school education.


Preparation of tasks and grading shall be carried out by the examination commission. Each member of the commission shall be grading a candidate with following grades:


Excellent (5)

Very good (4)

Good (3)

Satisfactory (2)

Unsatisfactory (1)


The final grade shall be formed as an average value of all grades in all parts of the test and from all members of the examination commission. The final success at the exam shall be formed based on the average grade as follows:


Excellent                 if the average grade is higher or equal to (≥) 4.50

Very good               if the average grade is higher or equal to (≥) 3.50 or smaller (<) than 4.50

Good                       if the average grade is higher or equal to (≥) 2.50 or smaller (<) than 3.50

Satisfactory             if the average grade is higher or equal to (≥) 2.00 or smaller (<) than 2.50

Unsatisfactory         if the average grade is higher or equal to (≥) 2.00


Grade “unsatisfactory (1)” shall be considered eliminatory from qualification procedure for admission to a study program.


In the event two subjects need to be taken, the same procedure of preparation of questions and grading shall be applied for both subjects.

I- By testing methods, conversation, exercises and rehearsals, teachers and associates, in order to determine the necessary level of artistic talent, shall examine: characteristics of the speech and oral capabilities, voice, sense of rhythm, bodily capabilities, endurance and mobility, as well as personal characteristics, features, general culture, imagination, adjustment to work, etc.

Obligatory qualification task: development of theater, TV, radio drama or scenario for feature film

Negative grade at the test shall be considered eliminatory from the qualification procedure for the admission.

I EXAM – Tasks: movie projection, analysis of the movie

FINAL EXAM – Tasks: writing scenario for theater, movie or TV on a given topic

The exam consists of two part s each of them shall be passed and graded separately. The final grade at the exam is the average value of grades from both parts of the exam.


Two exams serve for the final grade.

Production

  1. 1. Examination of artistic affinities – practical part of the exam

FINAL EXAM - Tasks: conversation with the commission.

The exam consists of two parts each of them shall be passed and graded individually. The final grade at the exam is the average value of grades from both parts of the exam.

Director – Theater director

  1. 1. Examination of artistic affinities – practical part of the exam

Obligatory qualification task:

- written analysis after the projection of a movie or performance

- individual oral exam with an accent on conversation about the submitted written paper according to the tasked drama

Negative grade at the test shall be considered eliminatory from the qualification procedure for the admission.


I EXAM – Tasks: several practical tests and exercises

FINAL EXAM – Tasks: development of short theater scene that has two conflict actions as a topic

The exam consists of two parts each of them shall be passed and graded individually. The final grade at the exam is the average value of grades from both parts of the exam.

Two exams serve for the final grade.

Director – Movie and TV director

  1. 2. Examination of artistic affinities – practical part of the exam

Obligatory qualification task:

- movie projection/analysis of the movie

- individual oral exam with accent on conversation on submitted written work/analysis of the movie and particularities of the general culture test and literature

Announcing results of the additional exams

Article 9.

Results of the additional exams shall be publicized at latest within 24 hours as of the completion of exams, at notice board or website of the organizational unit, i.e. individual study program.

Candidate that considers his work as being evaluated incorrectly has the right to complain within 24 hours as of the day of result publication. The complaint shall be submitted to the commission for enrolment of the organizational unit, i.e. independent study program. The commission for enrolment shall decide on the complaint based on the insight into the work and after obtaining the explanation from the examination commission about the complaint. The decision on complaint may result in the adoption of the complaint and correction of the announced results; or in declining the candidate’s complaint. The decision on complaint shall be publicized on the notice board and website of the organizational unit, i.e. independent study program, within 24 hours as of the deadline predicted to submit complaints. The candidate has the right to demand insight into the manner of the assessment of the exams, which shall be stated in the complaint. In the event the candidate uses the right to gain insight into the way the exam has been assessed, the Commission for the admission shall specify the time and place where the candidate may examine the assessed exam.

The decision on the complaint shall be final.

All terms in the schedule, relating to obligations of the candidate for the enrolment, shall be planned in working days from 8am to 6pm. Exceptionally, if the continuity of the exam and other planned activities demand so, the exams may be planned on Saturdays from 8am to 3pm.

Other information regarding additional exams shall be provided within Annexes 1-5, making an integral part of these rules.


EVALUATION

Article 10

For admission to program of study, the following shall be evaluated:

a)       General success at diploma, i.e. vocational exam,

b)       General success after the completion of individual years of high school education,

c)        Success in two subjects in third and fourth grade of high school, of significance for the selected study program,

d)       Success at additional exams,

e)       Diploma “Luča” or equivalent diploma,

f)         Diploma (or equivalent document) about first or second prize won in state contest of high school students organized by the Ministry in charge of education and science or higher rank competition, in subject significant for study program.

Grading procedure

Article 11

a) General success at diploma, i.e. vocational exam

General success at diploma, i.e. vocational exam shall be graded in the following manner:

Excellent (5)                           5 points

Very good (4)                         4 points

Good (3)                                 3 points

Satisfactory (2)                       2 points


For persons who have not been taking diploma, i.e. vocational exam, general success grade of the final high school year shall be taken in consideration instead.


b) General success after the completion of individual  years of high school education,

Success after the completion of individual grades of high school shall be graded so that the number of points shall be equalized to the average grade in each grade individually.

c) Success in two subjects in third and fourth grade of high school, of significance for the selected study program,

Success in two subjects from third and fourth grade of high school of significance for the selected study program shall be graded individually, for each year, in the following way:

Excellent (5)                           2.5 points

Very good (4)                         2 points

Good (3)                                 1.5 points

Satisfactory (2)                       1 points


If in third and fourth grade of high school education one of the determined two subjects has not been studied, the success in these subjects in the last year of study shall be taken to be worth two-fold.

e) Diploma “Luča”

Diploma “Luča”, awarded as set out in Paragraph 1 Item 2 and Paragraph 2 of Article 2 of the Rulebook on Diploma “Luča” (“Official Gazette of Montenegro”, No.26/08) or an equivalent diploma, shall be graded with five (5) points.


Diploma “Luča” awarded in line with Paragraph 1 Item 3 of Article 2 of the Rulebook on Diploma “Luča” (“Official Gazette of Montenegro”, No.26/08) or an equivalent diploma, shall be graded with three (3) points.



f) First or second prize won in high school contests


For study programs for which additional exams shall be carried out, under these rules, first or second prize won in high school contest shall be graded as additional condition for enrolment, in the following manner:


First prize won at the contest in the subject considered to be of significance for study program, shall be graded with two (2) points.


Second prize won at the contest in the subject considered to be of significance for study program, shall be graded with one (1) point.


If the candidate possesses several prizes for first, i.e. second place won, the one in the subject of importance for the study program shall be valued, which is most favorable for the candidate.


Ranking procedure

Article 12

Qualification procedure and ranking per organizational unit, i.e. independent study program, shall be carried out by the commission for enrolment.


Members of the commission for enrolment under Paragraph 1 of this Article shall be appointed by the Dean, i.e. head of the department, from amongst the staff. Chairman of the Commission shall be Vice Dean for education.


Based on the sum of the points under Article 10 of these rules, a unique ranking list for all participants of the contest shall be formed, except for the foreign citizens.


For foreign citizens a special ranking list shall be formed.


III ENROLMENT PROCEDURE FOR STUDY PROGRAM

Central commission for enrolment

Article 13

Enrolment procedure in the University shall be conducted by the Central Commission for Enrolment, appointed by the Senate of the University, by the special decision.

Central Commission for enrolment has five members. Chairman of the Central Commission for Enrolment is Vice Dean for education, according to the function.


Central Commission for Enrolment coordinates the work of the commissions for enrolment of students in organizational units and independent study programs, monitors their work, provides closer guidance as per the enrolment procedure, decides on complaints of the candidates about regularity of the ranking procedure and makes public announcements as per this issue.


Announcing results of the qualification procedure and the right to complain

Article 14

Results of the qualification procedure and ranking list shall be announced at the notice board and website of the organizational unit, i.e. independent study program, with complete information entered into the databases for students who applied in the Central Information System of the University.


Ranking list shall be publicized exclusively on the form prepared by the Central Information System of the University. The form shall be printed with these rules and shall make its integral part.


Candidates who believe that the ranking procedure has not been conducted rightly, have the right to complain to the Central Commission for Enrolment, within 24 hours as of the announcement of the results of the qualification procedure and ranking list.


Decision upon the complaint under Paragraph 3 of this Article shall be adopted, as a rule, within 24 hours as of the submission of complaint and shall be obligatory for the commission for the enrolment of student in the organizational unit, i.e. independent study program.

Decision on the complaint shall be publicized in the notice board and website of the organizational unit, i.e. independent study program and delivered to the applicant.


Decision on complaint is final.


By the expiry of the deadline for complaint, i.e. by adopting the final decision on complaint, the commission for enrolment of the organizational unit, i.e. independent study program, shall determine the final ranking list for enrolment.


Based on the final ranking list, the Council of the organizational unit, i.e. independent study program, shall adopt the decision on enrolment.

Exercising rights to enrolment

Article 15.

A Candidate has the right to enrolment if he/she is ranked at the final ranking list up to the number of students predicted by the contest for enrolment.


Candidates with the same number of points have the right to be enrolled under same conditions.

A Candidate who has the right to be enrolled, and he /she has not enrolled in prescribed time, loses this right, and the following qualified candidate from the ranking list, shall have the right to be enrolled.


Information about correction of the right to enroll at the final ranking list, because a candidate with the right to enroll has withdrawn, shall be submitted to the Central Commission for Enrolment, and announced at the notice board and website of the organizational unit, i.e. independent study program, within 24 hours from the time predicted for enrolment.


Candidates who have gained right to enroll in this manner should enroll in the same enrolment term. The term of the enrolment shall be specified within the announcement on the correction of the right to enroll.


Article 16

Management Board of the University may, at the proposal of the Senate of the University, determined upon request of the organizational unit, i.e. independent study program, bring a decision about approval of additional number of candidates for enrolment, provided it is justified because of the interest and success of the applicants, and if criteria for the quality of the courses shall not be imperiled with this decision.


Candidates, who have gained right to enrolment later, shall be enrolled in the same enrolment term and terms specified within the decision about the extension of the number of the candidates for enrolment.


The Decision of the Management Board shall be publicized in sources of information and website of the University and organizational unit, i.e. independent study program.

Article 17

Commission for enrolment of students in the organizational unit, i.e. independent study program, is obliged to submit, after the completed enrolment procedure, to the Central Commission for Enrolment, a decision about enrolment and final report on results of enrolment of students in study programs.


Central Commission for Enrolment shall submit to the University‘s Senate unique report on enrolment at the level of the University and individual decision on enrolment for each organizational unit and independent study program.


Senate of the University, based on the report of the Central Commission for Enrolment, verifies the decision on enrolment, individually for each organizational unit, i.e. independent study program.


After the verification of the decision on enrolment, enrolled students shall sign the contract on studying.


The contract on studying shall specify mutual rights and obligations of the students and the University.


Students who pay tuition fee shall have their tuition fee specified in the contract.


Special assessments

Article 18

Candidate fulfilling conditions for enrolment in the Faculty of Medicine, Faculty of Maritime Affairs (Marine Sciences, Ship Construction and Marine), Faculty of Sport and Physical Education (Physical Culture and Sport Trainers Schools) and Faculty of Applied Physiotherapy, is obliged to submit medical certificate issued by the specialized medical institution while enrolling.



IV PRESENTATION OF THE CONDITIONS FOR ENROLMENT AND SUPPORT FOR PREPARATION FOR ENROLMENT

Article 19

To present conditions and support candidates choose studies and prepare for admission, organizational unit, i.e. independent study program, may:

- Participate at fairs of high education, organized under auspices of the Ministry competent for education and science,

- Organize day of “open doors”,

- Prepare guidelines on information about study programs and conditions for enrolment,

- Organize preparation of candidates for additional exams, without fee,

- Use other forms of affirmation and presentation of study programs.


V TRANSITIONAL AND FINAL PROVISIONS

Article 20

By enforcement of these Rulebook, Rulebook on conditions, criteria and procedure to enroll in the first year of studies at the University of Montenegro No. 01-829 as of April 20th, 2004, with changes and amendments No.01-330 as of February 17th, 2005, No.01-1101 as of May 16th, 2005, No.01-1811 as of June 1st, 2006, No.01-475/1 as of May 29th, 2008 and No.01-766 as of April 3rd, 2009, shall cease to be valid.

Article 21

These Rules shall come into force within eight days from the publication in the “Bulletin of the University of Montenegro”.
